Keith Melville (Tetratech) was the main speaker, and there was a general sense of enthusiasm by his team.
Key points:
• Data collected and provisional impacts of any proposed changes to traffic flows using the software were producing high levels of confidence.
• Data confirms that outside peak times, traffic within HOME roads remains high.
• Evidence suggests that if through traffic were stopped in HOME roads our traffic numbers would be very similar to East Croydon Community Organisation (ECCO) roads.
• Data indicates that restricting flow through our roads would not raise traffic flows along the main network to levels as high as they are during rush hour, and so TFL would be supportive of the introduction of restrictions.
• The preferred option (cameras with through time determining rat running) is already in use in one other part of London, so the precedent has been set.
• Data suggests that defined rush hour periods would need to be longer, possibly 5 – 7 pm and 7 – 10 am. Rather than suggested 4 – 6 pm and 7 – 9 am. It’s possible that timings might be experimental so that they can be modified.
• For restrictions to be implemented, changes would need to be made to junctions at Shirley Rd/Lower Addiscombe Rd and Cherry Orchard roundabout as these junctions are over-capacity. The Shirley Rd traffic light junction is often gridlocked because the traffic can’t flow correctly towards Elmers End. I have written to Abu (copied in traffic committee) with suggestions how to help fix this issue.
Sections of road near the lights would need to be made red routes, and this will upset residents who park their cars there, so something will need to be done to provide alternative spaces.
• The Council has requested additional funding from TFL (which I think might have been granted) to make significant changes to the Cherry Orchard roundabout.
Sean Fitzsimons said that Cherry Orchard Road was a residential road and has a school on it, so consideration needs to be taken for the residents there, and more needs to be done for cyclists (a red herring as the road is not classified as a residential road; it is a B road)
There is a strong possibility of a viable solution becoming available by the next meeting (May 18th). This could mean the whole process is speeded up. We are still looking at a two year implementation period as funding would not be provided in one go by TFL. The estimate is that the total cost would be of the order of £500,000.
The implication was that the HOME area would be tackled first, with the mitigations happening afterwards, but this wasn’t promised.
• The team are keen to get the area wide consultation out during the summer. Area wide here means residents bound within the Addiscombe Rd, Lower Addiscombe Rd, Shirley Rd and Cherry Orchard Rd plus Cross Way.
Sean Fitzsimons, as usual, put his oar in frequently, insisting that it was agreed that no changes would be considered to Addiscombe West. He banged on at length about not agreeing to have the cycle lane messed with in Canning Road. Patricia HJ also put questions. I have written to Abu asking him to ensure that in future the Councillors respect the guidelines - they are there to observe and to ensure impartiality, something Sean repeatedly fails to adhere to.
